Who permits the work
Ashburn is unincorporated Loudoun County, so the building permit comes from Loudoun County Building and Development. The sequence here is the thing to get right: almost all of Ashburn — Brambleton, Broadlands, Ashburn Village and the other planned communities — is governed by an HOA with an architectural review committee, and exterior changes need that committee's approval BEFORE the county permit application goes in. HOA approval does not replace the county permit and the county permit does not satisfy the HOA; you need both, in that order. Doing it backwards is the most common cause of delay and, in some associations, a fine.
For a rooftop array that generally means two permits rather than one: a building permit for anything fastened to the roof
structure, and a separate electrical permit for everything downstream of it, pulled by the licensed electrician on the job. We

Ashburn is a young housing stock — largely 1990s to 2010s colonials and townhouses in planned communities, which means sound framing, modern service and code-era wiring. That changes what the work is: less remediation, more finishing unfinished space and reworking builder-grade layouts.
