1. Who you are dealing with
This website and the services described on it are provided by United Developers, also trading as UD Roofing, a d/b/a of PS International Incorporation, at 4915 St Elmo Ave, Suite 403, Bethesda, MD 20814, telephone (240) 880-2108. We are licensed by the Maryland Home Improvement Commission, MHIC #111971. "We", "us" and "our" mean that company. "You" means anyone using this site or engaging us for work.
2. What these Terms cover — and what they do not
These Terms govern your use of this website and any estimate, proposal or enquiry you submit through it. They are not your construction contract. Work on your home is governed by the written home improvement contract you sign, together with its scope of work, price and warranty terms. Where these Terms and that contract differ, the signed contract controls.
3. Estimates, proposals and the instant quote
Prices shown on this site — including any figure produced by our instant quote tool from aerial measurement and our retail price book — are estimates, not binding offers. They are generated from imagery and typical assumptions about a roof of that size and shape. They do not account for what is under the shingles.
A price becomes firm only after an on-site inspection and only in a written proposal signed by both of us. Conditions that are commonly found at inspection and commonly change a price include decking that has rotted or delaminated, layers of existing roofing beyond what was assumed, structural damage, chimney or skylight condition, ventilation that does not meet code, and permit or HOA requirements specific to your property.
Any price we hold for a stated period is held on the scope described in that proposal. A change in scope is a change in price, documented by a written change order before the work is done.
4. Your rights under Maryland home improvement law
Home improvement work in Maryland is regulated by the Maryland Home Improvement Commission, part of the Maryland Department of Labor. Some things worth knowing, whoever you hire:
- Your contractor must be licensed. Ours is MHIC #111971, and you can verify any Maryland licence with the Commission before you sign anything.
- Your home improvement contract must be in writing and must contain the contractor's name, address and licence number, the work to be done, the materials, the price and the dates.
- Maryland maintains a Guaranty Fund that may compensate homeowners for certain actual losses caused by a licensed contractor. Claims are made to the Commission, not to us, and the Commission decides them.
- Contracts solicited at your home generally carry a right to cancel within three business days of signing. Your contract states your cancellation rights, and we will honour them.
Nothing in these Terms waives a right Maryland law gives you, and nothing here is intended to shorten a period the law gives you to act. If any part of these Terms conflicts with Maryland consumer protection law, the law wins and the rest of these Terms still stand.
5. Payment
Payment terms — deposit, progress payments and final payment — are set out in your signed contract. We do not ask for payment in full before work begins. Final payment is due on completion of the contracted scope, not on the outcome of an insurance claim, unless your contract says otherwise in writing.
6. Scheduling, weather and access
Roofing is weather-dependent. Install dates are targets, and we will move a crew off your roof rather than work in conditions that risk a bad installation or an unsafe one. We will tell you when a date moves and why. We need reasonable access to the property, to power, and to a place to stage materials and a dumpster; delays caused by access, HOA approval or permit timing are not delays we can price around in advance.
7. Insurance claims — what we do and what we do not do
We document storm damage, meet your adjuster on site, and provide photographs, measurements and an itemised scope in the format carriers expect. That is a contractor's role and we are good at it.
We are not a public adjuster and we do not act as your agent with your insurer. We do not negotiate your claim for you, we do not advise you on your policy, and we cannot promise a claim will be approved or that any particular amount will be paid. Coverage is decided by your carrier under your policy. Your deductible is your responsibility, and we will not absorb it, waive it, rebate it, or misstate a price to cover it — doing so is insurance fraud and we will not participate in it, no matter who suggests it.
8. Warranties
Every UD roof carries two separate protections: the manufacturer's warranty on the materials, and our own workmanship warranty on the installation. What each covers, for how long, and how to make a claim is set out on our warranty page and in your contract. Workmanship warranties cover installation defects. They do not cover storm damage, impact damage, damage from other trades working on the roof, or failure caused by alterations made after we finish.
9. Calls, texts and email
When you give us your phone number or email, you agree we may contact you about your request — including by automated or AI-assisted call and by text message. Consent to marketing messages is never a condition of purchase. Message and data rates may apply, message frequency varies, and you can stop texts at any time by replying STOP or unsubscribe from email using the link in any marketing message. 10. Using this website
You may use this site to learn about our services, request an estimate and manage your project. You may not use it to break the law, to scrape or bulk-collect data, to submit someone else's contact details as your own, to interfere with the site's operation, or to copy our content for a competing business. The text, photographs, pricing content, tools and design on this site are ours or our licensors' and are protected by copyright. Job photographs are of our own work.
Some of the site relies on third-party services — mapping, fonts, analytics, payment and scheduling. Their behaviour is governed by their own terms, and linking to a third party is not an endorsement of it.
11. Accuracy, and what we do not promise
We work to keep this site accurate, but it describes typical work in general terms. Prices, ranges, timelines and product availability change. Guides and articles here are general information about roofing, not engineering advice, legal advice, or advice about your specific policy or property. The site is provided "as is" and we do not warrant that it will be uninterrupted or error-free.
12. Limitation of liability
To the fullest extent Maryland law allows, our liability arising from your use of this website is limited to the amount you have paid us, if anything, for access to it. This section is about the website. It does not limit our liability for the work we perform on your home — that is governed by your contract, our warranty, our insurance and Maryland law, and nothing here reduces it. Nothing in these Terms excludes liability for fraud, for personal injury caused by our negligence, or for anything that cannot lawfully be excluded.
13. Disputes
We would rather fix a problem than argue about one. Call us first at (240) 880-2108 or write to office@udroofing.com, and tell us plainly what went wrong — most things end there. Complaints about a Maryland home improvement contractor may also be brought to the Maryland Home Improvement Commission.
These Terms are governed by the laws of the State of Maryland, without regard to its conflict-of-laws rules. Any dispute that cannot be resolved between us will be brought in the state or federal courts located in Montgomery County, Maryland, and we each agree to that venue.
14. Changes to these Terms
We may update these Terms as the business changes. The version published here, with the date at the top, is the current one. Changes are not retroactive: the Terms in effect when you submitted a request or signed a contract are the ones that apply to it.
