Baltimore is not one housing market and we do not treat it as one. Frankford and Cedonia in 21206, Govans and Homeland in 21212, Park Heights and Forest Park in 21215 — the common thread is age. This is stock built largely before 1960, much of it rowhouse, and the pre-war houses were built on board sheathing rather than plywood.
The rowhouse roof is a flat or near-flat deck behind a parapet, and it fails in three places: the membrane where it ponds, the parapet coping, and the joint at the party wall where your roof meets your neighbour’s. Re-roofing one house in a run leaves a seam that has to be detailed properly or it becomes the leak within a couple of winters.
On the detached and semi-detached stock the constraint is what is under the shingles. Board decking with gaps no longer holds a nail well, and after two or three layers you are budgeting a tear-off and new deck, not an overlay. Original chimneys from coal and oil heating are still standing on a lot of these roofs, abandoned or relined, with failed crowns and counterflashing set into mortar joints that have given up.
Who signs off on a roof in Baltimore

ZIP 21209 straddles the city and Baltimore County, so the answer there depends on the address, not the ZIP.
Baltimore has a designated historic district. If your home falls inside it, the material you choose matters more than usual. Review is run by the Commission for Historical and Architectural Preservation (CHAP), not by the permit office. Their line is 410-396-7526.
City Code Article 6 exempts "ordinary maintenance or repair of an architectural feature" only where it "involves no change in design, material, color, or appearance". A genuine like-for-like re-roof qualifies; any change of material or colour needs an Authorization to Proceed.
