Who actually issues the permit in Fairfax County

Fairfax County is the county where the jurisdiction question is most expensive to get wrong, and a mailing address is the worst possible guide. Most of the county — Reston, Annandale, Springfield, Burke, Centreville, McLean — is unincorporated and permits through Fairfax County Land Development Services on 703-222-0801. But the Town of Herndon issues its OWN building permits rather than routing through the county, the Town of Vienna splits the job (the county is the building official, the Town handles zoning), and the independent Cities of Fairfax, Falls Church and Alexandria are not in Fairfax County at all despite being surrounded by it. Falls Church is the sharpest case in the whole region: the independent city is 2.05 square miles, and most homes with a Falls Church mailing address — the 22041, 22042, 22043 and 22044 ZIPs covering Seven Corners, Bailey's Crossroads, Pimmit Hills and Merrifield — are in unincorporated Fairfax County. Only 22046 is reliably the city. We confirm the parcel before anything is filed.

For unincorporated Fairfax County the building permit and every inspection run through Fairfax County Land Development Services. Separately permitting jurisdictions inside or bordering the county: the City of Fairfax, the City of Falls Church, the City of Alexandria, the Town of Vienna (zoning; Fairfax County remains the building official), the Town of Herndon (building permits, not just zoning), the Town of Clifton.

What Fairfax County roofs are actually made of

Three broad groups. 1950s-60s ramblers, split-levels and brick colonials through Annandale, Springfield and Burke, where the split-level's step flashing and its missing kick-out are the recurring failure. Planned 1970s-80s communities — Burke Centre, Reston — with wooded lots, heavy tree debris in valleys and a lot of cedar shake later converted to asphalt without anyone adjusting the ventilation. And a continuing wave of teardown rebuilds in McLean and Vienna carrying slate, tile and standing-seam metal alongside complex multi-ridge rooflines, where identifying the material comes before pricing anything.

Historic districts and architectural review

Reston is under the Reston Association's Design Review Board, and covenant approval for shingle colour or a change of material is required before work starts. Burke Centre carries an architectural covenant of its own. Herndon has a historic district around its old town centre. Where a review applies, shingle profile and colour are an approval question before they are a preference, and in most HOA-governed communities that approval has to come before the permit application, not after.

How to file a storm-damage roof claim in Fairfax County

The order matters more than the argument does. A legitimate claim gets denied for procedure far more often than for merit.

   Photograph the damage before anything is touched. Timestamped photographs of the roof, the interior damage and any wet insulation or contents. This is the evidence that ties the loss to a dated storm event. Nothing you do later recovers a photograph you did not take.

   Get an independent inspection and a written scope. Have the roof inspected and documented independently of the carrier, with a line-item scope. In Fairfax County we do this free and the photo report is yours to keep whether you hire us or not — it is what you hand the adjuster.

   File the claim with the storm date. Report the loss to your carrier and give them the date of the storm, not the date you noticed the ceiling. A claim without a dated event is the most common reason a legitimate roof claim is denied.

   Have your contractor meet the adjuster on the roof. The adjuster's inspection is where the claim is decided. Someone who understands roof assemblies should be on the roof with them, presenting the photo evidence and the line-item estimate, so nothing legitimate is missed. We do this at no charge.

   Read the scope you are approved for before you sign anything. Compare the carrier's scope against the real one. Underpaid line items — ridge vent, ice-and-water, drip edge, flashing, disposal, code upgrades — are normal and they are supplementable with documentation. This is where money is recovered.

   Permit, schedule, install. Once approved, the permit goes to Fairfax County Land Development Services, or to the town if the property is inside one that permits separately. Most residential roofs install in a single day. You pay your deductible; on an approved claim that is typically your only out-of-pocket cost.
