Who actually issues the permit in Loudoun County

Loudoun is the county where the order of operations matters most. Almost all of the eastern county — Ashburn, Sterling, Brambleton, Broadlands, the Cascades — is HOA-governed with an architectural review committee, and that committee's approval of shingle colour and profile has to come BEFORE the Loudoun County building permit goes in. HOA approval does not replace the county permit and the county permit does not satisfy the HOA. Doing it backwards is the single most common cause of delay here, and in some associations it is a fine. The Town of Leesburg permits separately from the county.

For unincorporated Loudoun County the building permit and every inspection run through the Loudoun County Department of Building and Development. Separately permitting jurisdictions inside or bordering the county: Town of Leesburg, Town of Purcellville, Town of Round Hill, Town of Hamilton, Town of Middleburg.

What Loudoun County roofs are actually made of

Eastern Loudoun is a young roof stock — 1990s to 2010s colonials and townhouses with full plywood decking, one layer, and code-era ventilation. That makes the work fast and the failure mode different: what we find here is builder-grade three-tab at the end of its life, undersized ridge venting, and hail bruising rather than age-related rot. Western Loudoun — Round Hill, Purcellville, the Middleburg side — is older, more exposed and more likely to be standing-seam metal or slate.

Historic districts and architectural review

Leesburg's Old and Historic District reviews exterior work downtown, and Middleburg and Purcellville maintain their own historic cores. Where a review applies, shingle profile and colour are an approval question before they are a preference, and in most HOA-governed communities that approval has to come before the permit application, not after.

How to file a storm-damage roof claim in Loudoun County

The order matters more than the argument does. A legitimate claim gets denied for procedure far more often than for merit.

   Photograph the damage before anything is touched. Timestamped photographs of the roof, the interior damage and any wet insulation or contents. This is the evidence that ties the loss to a dated storm event. Nothing you do later recovers a photograph you did not take.

   Get an independent inspection and a written scope. Have the roof inspected and documented independently of the carrier, with a line-item scope. In Loudoun County we do this free and the photo report is yours to keep whether you hire us or not — it is what you hand the adjuster.

   File the claim with the storm date. Report the loss to your carrier and give them the date of the storm, not the date you noticed the ceiling. A claim without a dated event is the most common reason a legitimate roof claim is denied.

   Have your contractor meet the adjuster on the roof. The adjuster's inspection is where the claim is decided. Someone who understands roof assemblies should be on the roof with them, presenting the photo evidence and the line-item estimate, so nothing legitimate is missed. We do this at no charge.

   Read the scope you are approved for before you sign anything. Compare the carrier's scope against the real one. Underpaid line items — ridge vent, ice-and-water, drip edge, flashing, disposal, code upgrades — are normal and they are supplementable with documentation. This is where money is recovered.

   Permit, schedule, install. Once approved, the permit goes to the Loudoun County Department of Building and Development, or to the town if the property is inside one that permits separately. Most residential roofs install in a single day. You pay your deductible; on an approved claim that is typically your only out-of-pocket cost.
